MANILA, Philippines - United Opposition president and Makati City Mayor Jejomar Binay said Wednesday President Arroyo had given orders to allies in the House of Representatives to push Charter change via constituent assembly (con-ass).
“May balita kami na pinatawag ang mga congressman, sabi sa kanila, ‘Oy, push-in na ninyo ang Cha-cha’ [We got information that the President called the congressmen and told them: ‘Hey, push Charter change’]," Binay said in an interview on dzXL radio.
But deputy presidential spokesman Anthony Golez Jr. said the House of Representatives merely followed its "independent" list of priority measures to pass – including the one seeking to convene a con-ass in proposing Charter amendment.
In an interview on dzXL radio, Golez said Malacañang respects the independence of Congress in determining its own list of priority measures.
Binay insisted that President Arroyo’s allies in the House railroaded Cha-cha via con-ass even if the resolution had been rejected.
“Ginagago-gago tayo. Yan naman ho ay mandosita ni Mrs. Arroyo yan [We are being taken for fools. That Cha-cha push was on Mrs. Arroyo’s orders]," he said.
On the other hand, Binay said Mrs. Arroyo showed duplicity with merger of the Lakas-CMD and her Kabalikat ng Malayang Pilipino (Kampi) parties.
At the time, Mrs. Arroyo said the merger of Lakas and Kampi showed her administration is gearing up for elections in 2010.
“Di niya sinabi kung anong klaseng halalan kung presidential or parliamentary [But she did not say if the elections would be under a presidential or parliamentary system]," he said.
Binay also chided the congressmen who railroaded con-ass, saying they betrayed their oath to serve their constituents. - GMANews.TV
